CONGRESSIONAL UNIVERSE

This source has the full text of bills from 1989 to the present in an electronic, fully searchable format. (In addition, for legislation introduced prior to 1989, one might search the CIS Index (also part of Congressional Universe) because the text of a bill is often found in other Congressional documents such as reports and hearings.)
