CONGRESSIONAL DEBATES


After a bill has been reported out of the committee to which it had been assigned, it may be debated on the floor of the House or the Senate. Courts often give weight to legislators' statements, especially when they are made by the sponsor of the bill. An almost verbatim transcript of the debates in the House and the Senate is published in the Congressional Record.
